Create (or reconfigure) a file storage bucket on the LIVE backend — buckets never live on a draft.

Create a storage bucket. public: true makes every file in it downloadable by anyone. ALWAYS needs a person's approval; there is no delete tool.
Access
- Token: read + act, and editor access or higher on the business.
- Approval: Always. Every call raises a card a person approves on the dashboard.
- Metered: counts toward a per-business, per-minute limit for this kind of call. See Limits.
