**Write a business document.** Create a business document (no `id`: `title`, `doc_type`, `content`) — runs without a card — or change one (`id` from willo_documents with `old_text` → `new_text`, and/or a new `title` / `doc_type`), which needs a person's approval (`pending_approval` + link).
